A draft of the “Law on Pet Animals,” aimed at protecting the rights of companion animals and promoting responsible pet ownership, has reached its final stage and was officially submitted to the State Great Khural of Mongolia on September 26, 2022.

The draft law was jointly developed by Members of Parliament B. Enkhbayar, J. Sukhbaatar, and Kh. Nyambaatar, in collaboration with citizen representatives and the NGO “Lucky Paw – Youth Who Love Animals.” The initiative traces back to a proposal made by the NGO one year prior, which received strong support from MP Battumur Enkhbayar, who later became the main initiator of the project.

According to the contributors, the submission of the draft law represents the culmination of nine years of voluntary work, dedication, and sustained effort. It marks a significant milestone in advancing the vision of building a humane and animal-friendly society in Mongolia.

The co-initiators of the draft include Minister of Justice and Internal Affairs Khishgee Nyambaatar and Minister of Mongolia and Head of the National Committee for Reducing Ulaanbaatar Traffic Congestion, Jamyankhorloo Sukhbaatar. Supporters of the initiative have expressed their gratitude to all parties involved, including policymakers, project members, citizens, and organizations.

The proposed law seeks not only to protect animal rights but also to regulate the relationship between humans and animals, while encouraging responsible ownership practices. If adopted, it is expected to become a key legal framework for safeguarding animal welfare and fostering a more responsible society in Mongolia.
